Sewers

Water and sewer services in Cape Elizabeth are provided by the Portland Water District.

The Public Works Department maintains the collector sewer lines in the Town, and also issues sewer connection permits. All sewer plans and connection records are kept at the Public Works facility on Cooper Drive.

Anyone experiencing sewer problems should contact Public Works during regular business hours or the Public Safety dispatcher, 207-767-3323, on nights and weekends.

Sewer Bill Payment

The Portland Water District bills water and sewer customers on a monthly basis. Payments are made directly to the District. However twice per year, December 1 and June 1, Portland Water District turns over past due sewer accounts to the Town for collection.  Past due sewer accounts are collected in the same manner as past due real estate taxes.  As with the tax collection process, the Town may also file a sewer lien on past due accounts.  Ultimately, the Town may foreclose on property for unpaid sewer bills.  [See Tax Collection FAQ]

Waste Water Treatment Facility

The Portland Water District owns and maintains a wastewater treatment facility on Spurwink Avenue in Cape Elizabeth to serve its southern Cape system.  With 3,100 customers served, it is the third largest facility operated by the Portland Water District.  It has an average flow rate of 520,000 gallons per day, with a peak rate of 1.7 million gallons.

It was built in 1987 and, along with 11 pump stations, serves the southern Cape Elizabeth neighborhoods as well as the Town Center.  (Portland Water District website - see link to request a tour of this facility.)

Wastewater from the northern Cape system is carried for treatment to the City of South Portland facility.
