24:38 Item # 46 -2016   Harbormaster Services
It is proposed to contract with the Town of Scarborough for harbormaster services. Scarborough has just hired a new full time marine resource officer/harbormaster.   The approximate cost would be $5,500 per  year compared to $4,000 for the current very part time town hired harbormaster.  Scarborough would provide approximately 155 hours of services annually and would provide weekly checks of moorings for 28 weeks during the year.  The amount also includes an allowance for boat fuel and boat maintenance as Scarborough would be supplying the boat for the service.   We have brought billing for mooring fees in house.   Pursuant to the council vote at your February 8, 2016 meeting, a draft interlocal agreement  is ready for consideration.   The chief of police who oversees the harbormaster program and who has appointment authority for the position will appoint the new harbormaster if the interlocal agreement is approved.  He is also scheduling a meeting with all mooring holders to update them on the program and to hear concerns.

The town manager will submit the proposed FY 2017 municipal budget and it is recommended that it be referred to the finance committee. Link to Documents

The town manager is proposing a personnel code amendment that would limit the health insurance buyout if employees are covered by another insurance policy provided by the town or school department.

Draft Motion: Ordered the Cape Elizabeth Town Council in conformance with 1 MRSA §405 6 A. hereby enters into executive session to continue the annual evaluation process for the town manager and in conformance with in conformance with 1 MRSA §405 6 D.  to discuss with the town manager collective bargaining with Local 340 of the Teamsters representing public works employees.
