The Purpoodock Club has applied for a renewal of their licenses.

Public Hearing: Revised General Assistance Appendices

Item# 138-2009 General Assistance Appendices
Each year the General Assistance Appendices are updated by the Maine Municipal Association and Cape Elizabeth traditionally adopts the model provisions.

Item# 139-2009 Zoning Ordinance Amendments-Town Center Zone
The Planning Board is recommending some amendments to the Zoning Ordinance relating to the density of buildings in the town center zone. It is recommended that the proposal be referred to the Ordinance Committee.

Item# 140-2009 Traffic Ordinance
The Ordinance Committee has recommended amendments to the Traffic Ordinance after a review of parking regulations. It is recommended that a public hearing be scheduled on the proposed amendments for Monday, November 9, 2009 at 7:30 p.m. at the Cape Elizabeth Town Hall.

Item# 141-2009 Town Center Pedestrian Safety Committee
The Town Center Pedestrian Safety Committee has completed its work and has recommended the continuation of current pedestrian safety measures and the installation of a solar powered pedestrian crossing signal at the cross walk between Key Bank and the Coldwell Banker office. The estimated cost of the signal is less than $21,000 with funds recommended to be allocated from the town center improvements portion of the 2008 municipal bond.

Item# 142-2009 Concession Stand
The School Board has approved the installation of a concession stand at Hannaford Field to be privately funded. It is recommended the Town Council authorize an application to amend the approved site plan for the school grounds with all costs to be privately funded.

Item# 143-2009 Conservation Land near Leighton Farms Subdivision
A citizen is asking the Town Council to change a decision by the town manager regarding the use of municipal property near 8 Leighton Farms Road.

Item# 144-2009 Thomas Memorial Library Study Committee
It is proposed to thank the Thomas Memorial Library Study Committee for their service in planning for the future of library services for the Town of Cape Elizabeth and to request the Thomas Memorial Library Trustees to assume responsibility for library planning efforts following direction from the Cape Elizabeth Town Council to be provided early in 2010.

Item# 145-2009 Excise Tax Ballot Question
Councilor Swift-Kayatta is sponsoring a proposed resolution for Town Council consideration relating to an upcoming question on the November 3, 2008 ballot.

Item# 146-2009 TABOR II Ballot Question
Councilor Swift-Kayatta is sponsoring a proposed resolution for Town Council consideration relating to an upcoming question on the November 3, 2008 ballot.

Item# 147-2009 November Election Warrant
It is proposed to approve the warrant for the November 3 election.
