The town manager is requesting the town council to ratify the action of the town manager and reinstate a lease with Behavioral Health Resources, Inc. for Building #326 at Fort Williams Park.

Draft Motion:
ORDERED, the Cape Elizabeth Town Council ratifies the action of the Town Manager in reinstating
the Lease with Behavioral Health Resources, Inc. and negotiating a mechanism for the Town to be paid back rent and that Behavioral Health Resources, Inc. waives the two-year lease renewal option held by Behavioral Health Resources, Inc. as outlined in the Town's Manager's memo dated December 31, 2019 re: Behavioral Health Resources, Inc. Lease of Building #326, Fort Williams Park.

The contract for Town Manager Matthew Sturgis expires January 29, 2020. The town council met to discuss the contract twice in executive session; November 6 and November 13.

Draft Motion:
ORDERED, the Cape Elizabeth Town Council approves the employment contract between the Town
of Cape Elizabeth and Matthew E. Sturgis, Town Manager as presented.

02:07:03 Item #29-2020            Conservation Committee Report – 2019 Greenbelt Trail Projects

Opportunity for Public Comment (Limited to 15 minutes; 3 minutes per person. Time may be extended by a majority of the town council.)

For over a decade, Boy Scouts, supported by Troop Leader AJ DiNinno, have created Eagle Scout candidate projects by coordinating greenbelt trail improvements with the Conservation Committee. In 2019, 3 candidates completed projects. The Conservation Committee felt it appropriate to recognize these efforts in a report to the Town Council.


Draft Motion:
ORDERED, the Cape Elizabeth Town Council acknowledges receipt of the report from the Conservation Committee dated January 8, 2020 re: Eagle Scout Projects on the Greenbelt with thanks and appreciation to all of the Eagle Scout candidates who have volunteered on the town's Greenbelt Trail.
