This page is designed to explain the services provided by the Cape Elizabeth
Public Works Department. Many Residents have questions about Recycling Center
hours of operation, road projects, and maintenance requests. This page should
answer most common questions and give contact names and phone numbers to
enable you to get further assistance.
Where are we located?
The Public Works Facility is located on Cooper Drive, next to the Cape Elizabeth
Recycling Center. Visitor parking is located in front of the building. The
Recycling Center is located off Spurwink Avenue, on Dennison Drive.

Who should I talk to?
Al Ward is the department's customer service clerk. He handles all department
telephone and two-way radio communication. He is responsible for coordinating
all customer requests and informational concerns. The individuals listed
below can be contacted directly by utilizing the Town's automated information
line. By dialing 767-CAPE, citizens can access information and municipal

What services are provided?
The department is responsible for all summer and winter road maintenance
on the Town's 62 miles of roads. This ranges from storm drain maintenance,
sweeping, and snow plowing. We also operate the Recycling Center for disposal
of household refuse, recyclables, waste oil, demolition material, brush and
leaves and cardboard. (This area is fomerly known and the Transfer Station
and Refuse Disposal Area.) Our Parks Division maintains all municipal and
school grounds, including small cemeteries and parks. The department also
has the responsibility for maintaining the collector sewer system and
right-of-way trees.
Listed below is list of our general services and common questions associated
with them:
Winter Road Maintenance
The department is responsible for plowing on all public roads, municipal
parking lots, and school areas. It is our general policy that plowing begin
after an accumulation of approximately 2 to 3 inches. We would encourage
property owners not to shovel snow onto travel lanes of streets. It's both
dangerous and a violation of Town ordinances. At the conclusion of each storm,
the main arteries are treated with clear salt and our secondary roads have
a sand/salt mixture applied. Residents are urged to minimize travel during
storm emergencies to allow equipment to clear the streets. The Town also
has an overnight parking ban on all streets between the hours of 1:00 AM
and 5:00 AM from November 1 to April 1. Any questions regarding our winter
maintenance program should be directed to the Director of Public Works.

Permits
The department issues the following permits: Recycling Center, street opening,
sewer entrance and driveway entrance. With the exception of the
Recycling Center permits, all permits can be obtained
at the Public Works offices on Cooper Drive. Applicants should contact the
clerk for details on fees and requirements. Permits for the Recycling Center
can be obtained at the center on Spurwink Avenue, by providing proof of residency
to the attendant.

Summer Road Maintenance
Summer road maintenance activities include storm drain maintenance, sweeping,
and paving. The town has over 600 catch basins that require annual cleaning.
All roads are swept a minimum of twice a year, with additional sweepings
on our main arteries. Spring sweeping usually takes the longest, due to the
volume of winter sand on the roads. The department asks for your patience
during the process. Street trees within the right-of-way fall under department
jurisdiction. Our Tree Warden, Thomas Nee, is responsible for administering
all trimming, removal, and new plantings. Tom is a part-time employee and
can be reached by calling the main facility. Tom stops in weekly to collect
messages and requests and can also be reached by dialing his voice mailbox
at 767-CAPE, Ext. 250.

Recycling Center
The Recycling Center is located on Dennison Drive, off Spurwink Avenue. As
mentioned earlier, permits can be obtained at the Recycling Center office,
upon providing proof of residence. The town does not offer curbside collection
of solid waste. Residents can utilize the Recycling Center for disposal
of household refuse, or elect to contract with a private refuse hauler for
pick-up. In addition, the center has containers for recyclables, waste oil,
demolition material, brush and leaves and cardboard. Users must place items
in their designated locations as directed by the attendant. Certain items
require a disposal fee. Please call the Recycling Center or our office for
information on fees and acceptable waste. The Recycling Center is also the
home of our Swap Shop and Bottle Donation Shed, and compost is available
for purchase.

The Recycling Center is closed on New Year's Day, Memorial Day, Fourth of
July, Labor Day, Thanksgiving, and Christmas. If any of these holidays falls
on a Monday, the area will be open the following day from 8:00 a.m. to 5:00
p.m.

Sewer Connections
The department maintains the collector sewer lines in the Town. Sewer connection
permits are also issued by our office. All sewer plans and connection records
are kept at our facility on Cooper Drive. Anyone experiencing sewer problems
should contact us during regular business hours or the Public Safety Dispatchers
on nights and weekends.

Fort Williams Park
The 93-acre, former military reservation has been owned and maintained by
the Town of Cape Elizabeth since 1963. The park offers picturesque views
of Portland Head Light, Ram Island Ledge Light and the islands of Casco Bay.
The park has numerous picnic sites with cooking grills. A covered picnic
area is also available by reservation from May to October. The covered structure
can comfortably seat up to 150 people and is equipped with a cooking grill
and picnic tables. Interested parties should call the Community Services
Offices at 799-2868 for the schedule of fees, regulations and available dates.

Recycling Center Regulations
Where do I obtain a Recycling Center Permit?
All Recycling Center Permits are issued at the Recycling Center. Individuals
must provide proof of residency (seasonal or year-around) to the attendant.
The permit consists of a small, pre-numbered window decal. Company or leased
business vehicles, not registered in the Town of Cape Elizabeth, will not
be eligible for a window decal. Decals will be affixed to each vehicle by
Cape Elizabeth employees only. Decals will be placed on the inside, lower,
driver's side corner of the front windshield. Permits are checked regularly
by the attendants and must be visible. Contractors bringing in brush, demolition
material, metal goods, and wood waste must provide proof that the material
was generated within the Town of Cape Elizabeth.
What are acceptable materials at the Recycling
Center?
Domestic and Non-Domestic Refuse: Non-recyclable domestic and
non-domestic refuse shall be placed in the Recycling Center hopper.
Commercial haulers shall take all such refuse directly to ecomaine and shall be responsible for any fees assessed by ecomaine.
Compostable Materials: Leaves, grass clippings, vegetable wastes
and organic matter shall be placed in a designated area at the Recycling
Center. All compostable matter shall be dumped from plastic bags. Residents
should use biodegradable bags for all compostable materials. Residents should
undertake backyard-composting programs to reduce the amount of yard wastes
coming into the facility. The Recycling Committee can
offer assistance to anyone interested in starting such a program.
Brush, Demolition, Metal Goods, and Wood Waste: These items
may be deposited in a designated area pursuant to the fee
schedule below. The facility will accept up to the equivalent of two
(2) pick-up truck loads per day of separated materials. There is no charge
for Christmas Trees.
White Goods & Furniture: White goods such as refrigerators,
freezers, washers, dryers, stoves, water tanks, etc. may be deposited at
the designated location at the Recycling Center, pursuant to the attached
fee schedule. Full size sofas and box springs can also
be deposited, in accordance with the same fee schedule.
Swap Shop: The Recycling Committee oversees the operation
of the "Swap Shop". The building houses a collection of books, magazines
and household items for drop off and pick up. Residents can leave items (a
list of acceptable items is posted inside the building) that can be used
by others. No items may be taken for future sale.
Bottle Redemption Building: Residents are encouraged to leave
their returnables at the Bottle Redemption Building which is located adjacent
to the Swap Shop. Proceeds benefit a variety of non-profit groups and
organizations in the community. Interested groups should contact the
Recycling Center Office at 799-0324 for details and eligibility.
Used Oil: Used motor and hydraulic oil is accepted at the facility
at no charge. No other lubricants or chemicals are accepted. Look for the
yellow "igloo" structure near the Recycling Center.
Inert Material and Stove Ash: Rocks, dirt, sand, and stove
ash are accepted and shall be placed in designated areas. The above material
will not be accepted from private contractors. There is no fee.
Items Not Accepted at the Recycling Center: Stumps, stumpage,
concrete, hazardous wastes, motor vehicles,
large sections of motor vehicles, septage, and oil tanks.
Fee Payments: Fees can be paid for by cash, check, or by coupon.
Coupons are available at the Town Hall, the Public Works Facility, or at
the Recycling Center Office.
Additional User Information: The speed limit within the Recycling
Center is 15 mph. Vehicles should use caution within the complex and yield
to users dropping off materials. Children are not allowed in the compactor
area of the Recycling Center. Smoking and unnecessary loitering is also not
permitted. The Town reserves the right to randomly check vehicles and loads
to assure that only Cape Elizabeth-generated materials is brought to the
Recycling Center. Solicitation is permitted for non-profit groups primarily
based in Cape Elizabeth. Political candidates and supporters are allowed
to conduct campaign activities in a manner that does not impede the orderly
flow of traffic within the complex.
