Neil R.Williams, Chief of Police
Cape Elizabeth maintains an 18-member Police Department. The department is
comprised of the Chief of Police, one Captain, three Sergeants, one Detective,
one Community Liaison Officer, six Patrol Officers, and four Dispatchers,
and one Animal Control Officer. Department strength is supplemented
by four Reserve Police Officers and four Reserve Dispatchers, who are all
trained and certified in their respective disciplines. At any one time there
is a minimum of two officers who patrol and respond to calls for service
and one dispatcher who dispatchers police, as well as Fire, Rescue, and WETeam
units. The Police Department is now housed in a new state-of-the-art
facility, open 24 hours per day, seven days per week.

Alarm Systems
There are over 450 residential and commercial intrusion alarms that the police
department may respond to. Property owners who install or maintain alarm
systems must register the system on a form provided at the public safety
building. The third (and subsequent) unexcused "false alarm" may be assessed
a fine.

Americans with Disabilities Act
(ADA)
Business offices of the public safety building are fully accessible to all
members of the public. The dispatch center also maintains a Telecommunications
Device for the Hearing Impaired (TDD) which may be accessed through any emergency
and non-emergency public safety phone number.

Animal Control
The Town of Cape Elizabeth has partnered with the City of South Portland
and consolidated Animal Control Units. The ACO of South Portland now patrols
and responds to calls concerning animals in Cape Elizabeth. You should still
call the Cape Elizabeth Police Department at 767-3323 in order to report
an animal problem. The Town contracts with Avante Guard Kennels, 401 Roosevelt
Trail, Windham, Me., to serve as the repository for stray and unlicensed
domestic animals that are collected by the ACO. Unclaimed animals may be
adopted for a nominal fee at this location. The state leash law is enforced
throughout the community. All dogs must be leashed unless they are in specially
marked areas. All dogs must be licensed annually at the Town Hall. License
your dog during the month of January to avoid late fees.

Beach Passes
Those wishing to take advantage of recreational opportunities through the
public access to Crescent Beach may obtain a beach pass at the public safety
building. Day and seasonal passes are available to residents and non-residents
for a fee which allows the permittee to park on the east end of Crescent
Beach, launch boats, wind surfers, and other water craft.

Bicycle Patrols
Bicycle Patrols are utilized by the Department in areas where crime has risen
beyond the median. The patrols are very helpful during special events
such as: Family Fun Day, Peoples'
Beach to Beacon
10K Road Race, and the
Portland Symphony
at Fort Williams.

Brochures/Handouts/Stickers
The public safety building has dozens of informational brochures on subjects
ranging from substance abuse, firearm safety, alarm systems, laws and ordinances,
and the volunteer lawyers project. These are all free for the asking.

Business Checks
Town business owners are encouraged to visit the public safety building and
complete a building security check form. Doing so will provide the police
department with valuable information about your business property that can
aid in timely notification should a burglary or property damage be discovered.

Crime Line
The Cape Elizabeth Police Department has a "Crime Line" for anonymous
communication with the police department. To access the Crime Line, citizens
may call 767-2273 push #5 and then push #3 to leave a message. Dispatchers
check the Crime Line at the start of their shift, and forward any messages
left in the mailbox to patrol.

Deer/Auto Accidents
The white tailed deer are a wonderful resource whose populations have reached
troublesome proportions. As a result, fully one third of all automobile accident
involve deer. The areas of Two Lights, Bowery Beach, Shore and Sawyer Roads
are particularly susceptible to car/deer accidents. From September to January,
motorists should be very vigilant during nighttime travel for deer that can
appear in the roadway without warning. Another tip ... if a deer crosses
your path be ready for the second or third to follow!

Emergency Medical Calls
Cape Elizabeth Police Officers are all certified Emergency Medical Technicians.
Police Officer (EMTs) respond to all medical emergencies and are fully qualified
to render first aid and life support pending arrival of rescue personnel.

Firearms
Gun registration is NOT required in the State of Maine. There are, however,
strict laws that prohibit the concealment of firearms. Residents who choose
to carry a firearm or who routinely transport a firearm for recreational
or self-defense purposes should apply for a concealed firearms permit at
the public safety building. The discharge of firearms is PROHIBITED in all
areas of the Cape except the Spurwink Rod and Gun Club, the tidal marshes
that border Scarborough, on the Great Pond proper, and below the tidal high
water mark along the coast.

House Checks
The Police Department encourages any resident who goes away on business or
vacation to partake of our House Check program. We will maintain information
about your property that may be helpful should damage or theft occur in your
absence. Officers will also attempt a physical inspection of your property
while you're away.

Keys Locked in the Car?
The Cape Elizabeth Police Department, in the past, provided the service
of attempting to enter locked vehicles. Now, with the newer model vehicles
designed to prohibit unauthorized entry into the passenger's compartment,
it has made us re-think our policy. The Department no longer will attempt
to enter locked vehicles. We will instead come to your location and assist
you with a ride to your home, if nearby, to obtain a spare set of keys.
If this is not possible we will stand by until a service such as AAA
can be reached for you.

Parades and Processions
Individuals, organizations, and civic groups who wish to sponsor any parade,
bike race or other procession along any public way of Cape Elizabeth must
first apply for a permit through the Chief of Police. Sponsors must also
provide an insurance policy of $100,000 minimum coverage with the Town listed
as named insured. Fee for these permits are $100.

Parking Bans
On street parking is prohibited from 1:00 a. m. to 5:00 am. from December
1 through April 1. Vehicles may not be parked on any public way so as to
interfere with snow removal. Parking is also prohibited along the Rt. 77
BikeWay wherever so posted and adjacent to any business zone. Parking inside
of the school complex is allowed ONLY in areas so designated. Other
prohibited parking locations include: on sidewalks, in front of driveways,
within 20 ft. of any intersection, and within 10 ft. of a fire hydrant.

Public Speaking
Several Officers of the Cape Elizabeth Police Department are specially trained
and educated in a variety of law enforcement disciplines. Many of these officers
are available to neighborhood groups, clubs, associations, and civic
organizations for public speaking engagements and to address specific topics
of interest. Police Department speakers may be scheduled through the Chief
of Police.

Property Security Assessments
Cape residents may schedule an officer for a "security assessment" of their
residential or commercial properties. Our officers would be glad to give
their opinion as to the vulnerability of the subject location and will make
recommendations to improve security in and around the property.

Did You Know?
Cape Elizabeth has one of the lowest crime rates in Cumberland County.
The Cape Elizabeth Police Department employs some of the best-educated police
personnel in Maine with 18 employees holding 1 Associates Degrees, 11 Bachelors
Degrees, and 1 Masters Degree.
Cape Elizabeth is the only community in the state of Maine where all of its
police officers are certified Emergency Medical Technicians.
The Police Department provides security for the widely known Peoples
Beach to Beacon
10K Road Race, founded by Joan Benoit Samuelson.
During OpSail 2000, the department provided security for more than 10,000
sight-seers at Fort Williams.
