Downed-tree policy rescinded in favor of existing ordinance regulations

A policy governing fallen trees on Town property has been rescinded by the Town Council, deferring instead to the regulations outlined in the tree ordinance section of the existing conservation ordinance.

The council voted May 10, 2010 to repeal the three-year-old policy, which limits removal of fallen trees on municipal property to those that block established trails. At the same time, councilors said they would review the tree ordinance for possible updating.

A draft revision of the policy was presented to the council April 12, but was tabled to the May meeting. The draft, intended to bring the policy into compliance with the conservation ordinance, shifted responsibility for coordinating removal of downed trees from the town planner and Conservation Commission to the Town's tree warden.

Councilors voted to table the policy revision so that a section describing how volunteers could help remove downed trees could be clarified.

At the May meeting, Town Manager Michael McGovern said he was recommending the policy be repealed, rather than rewritten, because aspects of the policy were already covered in the tree ordinance.

The council's ordinance subcommittee will review the ordinance before the end of 2010.
