Town seeking bids on Gull Crest Inner Loop trail upgrade
The Conservation Commission is seeking bids to construct a fabric and gravel upgrade to several sections of the Inner Loop trail at Gull Crest.
The bids are due Dec. 1, 2009. The commission will review the bids at their Dec. 8 meeting, to be held at 7 p.m. in the Assessing, Codes, Planning conference room, second floor Town Hall, 320 Ocean House Road.
Conservation Commission representatives will be meeting on Thursday, Nov. 12, at 9 a.m. at the Cape Elizabeth Public Works Building on Cooper Drive to conduct a site inspection for interested parties.

Summary of project: The Conservation Commission would like to upgrade several sections the Inner Loop Trail on the Gull Crest property. The trail is approximately 475’ in length. The construction shall include the placement of a woven, geotextile fabric, 6’ wide (Mirafi 500X, or approved equal). 3” of gravel (meeting MDOT Spec Type A, 706.03) shall be placed and compacted over the fabric where designated. In 6 pre-designated locations, 4” PVC diameter pipe (SDR-35 specifications, or approved equal) shall be installed to preserve existing drainage patterns. Pipe shall be supported with 6”of ¾” crushed stone placed under the pipe and placed up to the spring line of the pipe. Pipe inlets and outlets shall be protected with 4-6” crushed rock.
Bids should specify individual unit costs and quantities of materials, hourly labor rates for personnel bid, equipment to be utilized, precautions taken to avoid damaging areas and/or erosion control, experience with similar projects and schedule.
Evaluation of Bids: In determining the lowest best bid/quotation meeting specifications, the following may be considered:
1. The ability, capacity, and skill of the bidder to perform the contract or provide the service required,
2. Whether the bidder can perform the contract or provide the service promptly, or within the time specified, without delay or interference;
3. The character, integrity, reputation, judgment, experience and efficiency of the bidder;
4. The quality of performance of previous contracts or services;
5. The previous and existing compliance by the bidder with laws and ordinances relating to the contract or services;
6. The quality, availability and adaptability of the supplies, or contractual services to the particular use required;
7. The sufficiency of the financial resources and any required performance guarantees required to perform the contract or provide the service.
8. The ability of the bidder to provide future maintenance and service for the subject of the contract;
9. The number and scope of conditions attached to the bid or proposal;
10. The life cycle costs of all goods or service to be provided;
- In the event of a tie bid, quality and service being equal, preference may be given to a local vendor.
Mandatory Pre-Bid Site inspection: Conservation Commission representatives will be meeting on Thursday, November 12, 2009 at 9:00 a.m. at the Cape Elizabeth Public Works Building on Cooper Drive to conduct a site inspection for interested parties.
Bid Opening: Sealed bids for providing the Town of Cape Elizabeth with trail improvements on the Gull Crest Property should be sent by email or mail to the address below by the end of day, Tuesday, December 1, 2009. Review of the bids will occur at the December 8, 2009 Conservation Commission meeting.
The Town reserves the right to accept, or reject any, or all bids.
