Communications Strategy

‘The Town Council, seeking to enhance more effective citizen participation in local government, will implement a communications strategy to more effectively provide information to citizens on municipal services and local issues.’

This statement is the introduction to the newly-adopted Communications Strategy approved by the Town Council on July 12, 2010, see enclosed.

Boards and commissions are asked to develop an opportunity for members of the public to speak at each meeting. Here is the new language that will appear on town council agendas. The Trustees are asked to develop similar language to provide citizen opportunities to speak at meetings.

Public Participation at Town Council Meetings
After an item has been introduced, any person wishing to address the council shall signify a desire to speak by raising their hand or by approaching the lectern.  When recognized by the chairman, the speaker shall give his or her name and address or name and local affiliation, if the affiliation is relevant, prior to making other comments.  All remarks should be addressed to the Town Council. Comments shall be limited to three minutes per person; however, the time may be extended by majority vote of councilors present. For agenda items that are not formally advertised public hearings, the time for public comments is limited to 15 minutes per agenda item. This time may be extended by a majority of the Town Council.  The chairman may decline to recognize any person who has already spoken on the same agenda item and may call on speakers in a manner so as to balance debate.  Once the Council has begun its deliberations on an item, no person shall be permitted to address the Council on such item.      

Speaking at the meeting on topics not on the agenda at regular Council meetings
Persons wishing to address the Council on an issue or concern local in nature not appearing on the agenda may do so at a regular Town Council meeting before the town manager’s report and/or after the disposition of all items appearing on the agenda. Decorum
Persons present at Council meetings shall not applaud or otherwise express approval or disapproval of any statements made or actions taken at such meeting. Persons at Council meetings may only address the Town Council after being recognized by the chairman.

The Trustees thanked John Hartley and Frank Leavitt for their many years of service to Cape Elizabeth. Welcome to David Jones, Cemetery Assistant.

Election of Chairman

Moved by Jessie Timberlake and Seconded by Gerald Sherry to elect Beverly Brooking as Chairman for the 2010 year.

Approval of Minutes – October 6, 2009

Moved by Jessie Timberlake and Seconded by Gerald Sherry to approve the minutes of the meeting held October 6, 2009 as presented.

Request for Buy Back

Richard E. & Virginia L. Corso
11 Anchorage Place South Portland, ME 04106

Moved by Jessie Timberlake and Seconded by Gerald Sherry to approve the request from Richard E. & Virginia L. Corso to buy back two lots in Section NJ Lot ##1 & 2. Mr. & Mrs. Corso are selling back the lots as they are leaving the area. Per the rules, $800.00 will be paid to Mr. & Mrs. Corso.

Joseph J. & Virginia A. DelPonte
73 Pheasant Road Saco, ME 04072

Moved by Jessie Timberlake and Seconded by Gerald Sherry to approve the request from Joseph J. & Virginia A. DelPonte to buy back one of two lots in Section MP-Q Lot##14 & 15. Mr. & Mrs. DelPonte are selling back one lot as they have decided to be cremated and will use one lot. Debra will confirm which lot they wish to retain and a deed will be issued accordingly. The original deed must be returned to the Town. Per the rules, $487.50 will be paid to Mr. & Mrs. DelPonte.

Heirs of Earl & Sadie McLaughlin

Moved by Jessie Timberlake and Seconded by Gerald Sherry to approve the request from the Heirs of Earl & Sadie McLaughlin to buy back two lots in Section B Lot ##41 & 42 pending the following:

  1. All Heirs have signed a notarized statement that they do not have an interest in the lots.
  2. The original deed must be provided to the Town.
  3. The Town of Cape Elizabeth has determined that the lot is vacant of any cemetery memorial (s). The removal of any memorial (s) is at the expense of the Heirs.
  4. When the Heirs have satisfied the above provisions a check will be sent to Patricia Wilson, a granddaughter representing the family in the amount of $200.00.

Heirs of Robert B. & Elna A. Lunt

Moved by Jessie Timberlake and Seconded by Gerald Sherry to approve the request from Robert B. Lunt and Harriet W. Duer Heirs of Robert B. and Elna A. Lunt to buy back two lots in Section 16 Lot ##5 & 6 pending the following,

  1. The Town of Cape Elizabeth has determined that the two lots are the proper size to accommodate two full-size burials.
  2. The Town of Cape Elizabeth has determined that the lots are vacant of any cemetery memorial (s). The removal of any memorial (s) is at the expense of the Heirs.
  3. When the above provisions have been satisfied and it the Heirs decided to sell the lots back a check will be sent in the amount of $100.00.

Request to Purchase Lots

Siblings of Lorraine G. Jordan

Moved by Beverly Brooking and Seconded by Jessie Timberlake to approve the request of Lorraine G. Jordan, Sandra Dorr Jordan and Janice DiMauro Jordan to purchase a total of 6 lots. After much deliberation the Trustees agreed to approve the purchase due to prior residency of the parents, current residency of father Randall W. Jordan, and family members buried at Riverside including grandparents, aunts and uncles.

After hearing no further business, Chairman Brooking adjourned the meeting at 1:45 p.m.
